Scott Tarr is President of North Starr Concrete Consulting. With 30 years of experience, his expertise lies in concrete floor slab and pavement design, construction, and troubleshooting, including concrete toppings and overlays. He also specializes in floor covering and moisture vapor issues. Scott is a Sustaining Member and Fellow of the American Concrete Institute (ACI) and actively sits and chairs several committees. He is also a Sustaining Member of the American Society of Concrete Contractors (ASCC); a Member of the International Concrete Repair Institute (ICRI); a voting member of the American Society for Testing and Materials (ASTM) Committee F06 Resilient Floor Coverings; a Consultant Member of the American Concrete Pavement Association (ACPA); and a 30-year member of the American Society of Civil Engineers (ASCE).
Scott has authored more than 60 articles and documents and two books including Concrete Floors on Ground (2008) for the Portland Cement Association (PCA) and Guide to the Design and Construction of Concrete Toppings for Buildings for ASCC. He has presented more than 100 lectures and is a regular presenter at the annual World of Concrete trade show.
Scott received his MS in Civil Engineering from the University of New Hampshire and is a licensed PE in several states. He was recognized by Concrete Construction magazine as one of the Industry’s Most Influential People, 2020.

Ron Kozikowski is Vice President of North Starr Concrete Consulting. With 20 years of experience, Ron specializes in testing and troubleshooting concrete construction issues and has developed expertise in a broad range of concrete materials related subject matter. He possesses extensive knowledge in concrete repair and forensic analysis, mass concrete, standard and specialty concrete mixture design, specification conflicts, and slab moisture issues. Ron is a Sustaining Member of the American Concrete Institute (ACI) and is the subcommittee chair of ACI 308A Guide to Concrete Curing. He is an active Voting Member of several ACI Committees and has directed and/or proctored numerous ACI certification programs. Ron is also a Sustaining Member of ASCC; a voting member of ASTM; and a Consultant Member of the ACPA.
Ron has authored more than 25 articles and co-authored Guide to the Design and Construction of Concrete Toppings for Buildings (2021) for ASCC. He has presented more than 40 lectures on concrete construction related topics. Ron has participated as a researcher for studies funded by the Federal Highway Administration (FHWA), Portland Cember Association (PCA), and National Co-Operative Highway Research Program.
Ron received his MS in Civil Engineering from the University of New Hampshire and is a licensed PE in multiple states.
